There is in the Bible a verse that says you have to offer the other cheeck when someone smites you. Does that really always have to be done?

No. There is a sort of meekness that goes against God’s will. About Moses it is stated that he was the most meek man on earth. But when the Jews worshipped the golden calf, Moses killed countless of them. It would also not be good if the government let evil spread without doing anything. When it is about your own good and glory, you do not have to care for that and you have to bear injustice. But when it is about God or about the neighbour, then you have to do something against it: the government with the sword and we with words and punishment. But always so that it hurts us to give someone what he deserves.
